What § 265-43 of the Collingswood Code says

Article X of Chapter 265 (Streets and Sidewalks) is titled “Dumpsters, Roll-Off Containers and Pods,” and § 265-43 was most recently amended by Ordinance No. 1764 on June 5, 2023. The key points for a portable storage customer:

  • Street or right-of-way. Before any dumpster, roll-off container, “pod or similar container” goes on a Borough street, roadway or right-of-way, the person contracting for it must apply for and obtain a permit from the Collingswood Police Department.
  • Private property. The same section says that a person who locates the container on the property where it will be used is not required to obtain a permit. That is the driveway option.
  • Placement on the street. The container must sit in a legal parking space, not one designated for handicapped parking, as designated by the Borough, and be equipped with appropriate reflectors or safety markings. Police may require more.
  • Duration. A street permit is valid for up to 14 days. With a continuing need, such as a major construction project, it can be renewed up to three times for like periods. Police may require immediate removal if the container is a safety problem or interferes with a community event.
  • Penalties. A fine of up to $500. A container left on a street or right-of-way after expiration for more than five days after written notice may be removed at the owner’s expense for removal and storage.
  • Responsibility. The person contracting for the container and the property owner are jointly responsible.

The Code does not say anything about private-property permits for pods, and we did not find a duration limit for them. That does not mean other rules are silent; the Borough has a separate zoning permit for property improvements, so a quick call to the Zoning Officer is smart.

Applying for a street permit, if you need one

  1. Try the driveway first. A driveway placement avoids the street permit entirely under § 265-43.
  2. If the driveway cannot work, use the Police form. The Collingswood Police Department’s “Permit Application: Dumpsters, Roll-Off Containers, Pod’s To Be Left on the Street or Right-of-Way” says permits are valid for 14 days. It asks for the container location, an emergency contact with a 24-hour phone number, arrival and removal dates, your information, any contractor, and the container company. We will supply the company details.
  3. Confirm the parking space. The form has you acknowledge that the container goes in a legal parking space that is not handicapped parking, with reflectors or safety markings.
  4. Tell us the dates. We deliver from West Deptford on your arrival date and pick up on the removal date.
