What we found, and what we did not
We read the Borough of Woodbury Heights Code on eCode360 and the Borough’s website. We did not find an ordinance that names portable storage containers. Chapter 94 (Streets and Sidewalks) does have an article, Article V, titled “Placement of Certain Trailers and Containers on Public Roadways” (adopted 12-14-05 as Ord. No. 22-2005). It does not mention PODs or storage units by name, but it defines a “container” broadly.
- Purpose (§ 94-41): to restrict the placement of certain trailers and containers within the improved portion of public roadways.
- Definition (§ 94-42): a container is “any vessel, structure, can or other device used or capable of use for the placement of trash, refuse, vegetative waste, equipment or materials,” except the Borough’s trash and recycling carts. A roadway is any state, county or municipal street, including the improved right-of-way.
- Restriction (§ 94-43): no person may place, store or locate a container within a Borough roadway between sunset and sunrise, except in public emergencies, whether or not the container is being actively loaded or unloaded.
- Enforcement (§§ 94-44, 94-45): by the Woodbury Heights Police Department, with a fine up to $500 per incident.
The text does not say “portable storage,” so we can’t tell you for certain how the Borough applies it to a rented unit. A storage container is something “capable of use for the placement of … equipment or materials,” so planning as if it applies is the safe approach. In practice that means keeping the container off the street.

Because we found no portable-storage ordinance, there is no permit, fee, duration limit or application form that we can point to, and no direct form link to give you. The Borough’s code has a separate dumpster-related provision in its land development chapter (refuse containers and dumpsters), and Chapter 59 covers solid waste and recycling containers, but neither is a portable-storage permit. Choosing driveway or warehouse
